The required fire protection measures are usually decided in direct correlation to the perceived risk for life. In a project sponsored by the Swedish transport administration (Trafikverket) this question was studied by Brandskyddslaget.<\/p>\n<p>During the project Brandskyddslaget summarized the findings in this area in a report and acted as an adviser for designing a full-scale research tests.<\/p>\n<p>The report also includes recommendations regarding people flow rates and design of both elevated walkways and walkways at track level. This project investigates the potential to build tall timber buildings (over 20 storeys) that are both safe and economically viable. The aim was to investigate the effect of fire-induced pressure on evacuation safety.<\/p>\n<p>Brandskyddslaget\u2019s Tomas Fagergren participated in the Reference Group. The background to the project is that an increasing number of double-glazed facades are being built and their fire safety is heavily dependent on how they are constructed. Presently different damper-based solutions are used, both traditional fire dampers and back-flow dampers, in combination with fans in operation.<\/p>\n<p>Brandskyddslaget\u2019s Hans Nyman has conducted practical model scale (1:2) tests together with Haukur Ingason at RISE (previously SP) to investigate an alternative method to reduce the spread of fire gases through the ventilation system, i.e. the use of supply vents placed close to the floor of the enclosure.<\/p>\n<p>The study concentrated on the initiation phase of an enclosure fire and analysed the character of the air volume pressed out through low-lying (close to the floor) air supply vents.<\/p>\n<p>The final report is available <a href=\"https:\/\/brandskyddslaget.se\/rapporter\/sp-rapport-2014-79.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">here<\/a> in Swedish with an English Abstract. Resultatet \u00e4r en online-utbildning som r\u00e4ddningstj\u00e4nsterna kan g\u00e5 f\u00f6r att \u00f6ka f\u00f6rst\u00e5elsen f\u00f6r hur olika taktiska val i samband med insats kan p\u00e5verka milj\u00f6n.<\/p>\n<p><em>M-kurs<\/em> \u00e4r ett MSB-finansierat projekt som syftar till att \u00f6ka kunskapen om milj\u00f6konsekvenser i samband med brand bland Sveriges r\u00e4ddningstj\u00e4nster. Ytterligare ett syfte med projektet har varit att utv\u00e4rdera hur forskningsresultat kan oms\u00e4ttas och implementeras i praktiken. Projektet var en vidareutveckling av ett tidigare forskningsprojekt, d\u00e4r milj\u00f6konsekvenserna av olika taktiska val vid insats kan j\u00e4mf\u00f6ras b\u00e5de g\u00e4llande lokal och global milj\u00f6p\u00e5verkan. S\u00e4kerhetsniv\u00e5n skall vara applicerbar <\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">f\u00f6r v\u00e4g, j\u00e4rnv\u00e4g, sp\u00e5rv\u00e4g och tunnelbana och baseras p\u00e5 risk och samh\u00e4llsnytta. Om m\u00f6jligt ska <\/span><span dir=\"ltr\" role=\"presentation\">projektet f\u00f6resl\u00e5 en v\u00e4l avv\u00e4gd s\u00e4kerhetsniv\u00e5. Syftet \u00e4r ocks\u00e5 att koppla s\u00e4kerhetsm\u00e5let till en <\/span><span dir=\"ltr\" role=\"presentation\">l\u00e4mplig verifieringsmetod. Presently different damper-based solutions are used, both traditional fire dampers and back-flow dampers, in combination with fans in operation.<\/p>\n<p>Brandskyddslaget\u2019s Hans Nyman has conducted practical model scale (1:2) tests together with Haukur Ingason at RISE (previously SP) to investigate an alternative method to reduce the spread of fire gases through the ventilation system, i.e. the use of supply vents placed close to the floor of the enclosure.<\/p>\n<p>The study concentrated on the initiation phase of an enclosure fire and analysed the character of the air volume pressed out through low-lying (close to the floor) air supply vents.<\/p>\n<p>The final report is available <a href=\"https:\/\/brandskyddslaget.se\/rapporter\/sp-rapport-2014-79.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">here<\/a> in Swedish with an English Abstract. Os\u00e4kerhet kan uppst\u00e5 om<\/span> <span dir=\"ltr\" role=\"presentation\">vilka m\u00e5l som ska uppn\u00e5s, och olika <\/span><span dir=\"ltr\" role=\"presentation\">riskniv\u00e5er kan bli resultatet n\u00e4r kraven till\u00e4mpas i olika projekt. <\/span><\/span><span id=\"page26R_mcid4\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Mot denna bakgrund genomf\u00f6rde Transportstyrelsen 2015<\/span> <span dir=\"ltr\" role=\"presentation\">&#8211;<\/span> <span dir=\"ltr\" role=\"presentation\">2016 ett FoI<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span><span dir=\"ltr\" role=\"presentation\">projekt som <\/span><span dir=\"ltr\" role=\"presentation\">redovisas i rapporten \u201dS\u00e4kerhetsm\u00e5l f\u00f6r trafikanter i v\u00e4g<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span> <span dir=\"ltr\" role=\"presentation\">och sp\u00e5rtu<\/span><span dir=\"ltr\" role=\"presentation\">nnlar\u201d [1]. En forts\u00e4ttning <\/span><span dir=\"ltr\" role=\"presentation\">p\u00e5 detta projekt initierades av Transportstyrelsen och Trafikverket under 2018 med m\u00e5let att<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">f\u00f6resl\u00e5 en v\u00e4l avv\u00e4gd l\u00e4gsta<\/span> <span dir=\"ltr\" role=\"presentation\">acceptabel<\/span> <span dir=\"ltr\" role=\"presentation\">s\u00e4kerhetsniv\u00e5 f\u00f6r v\u00e4gtunnlar, j\u00e4rnv\u00e4gstunnlar, <\/span><span dir=\"ltr\" role=\"presentation\">tunnelbanor och sp\u00e5rv\u00e4gstunnlar, baserat p\u00e5 en r<\/span><span dir=\"ltr\" role=\"presentation\">isk<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span> <span dir=\"ltr\" role=\"presentation\">och samh\u00e4llsekonomisk analys, samt att <\/span><span dir=\"ltr\" role=\"presentation\">koppla dessa s\u00e4kerhetsm\u00e5l till en l\u00e4mplig verifieringsmetod.<\/span><\/span><span id=\"page26R_mcid5\" class=\"markedContent\"><br \/><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">F\u00f6religgande rapport redovisar f\u00f6rslag till verifierbara s\u00e4kerhetsm\u00e5l med tydlig koppling till<\/span><span dir=\"ltr\" role=\"presentation\">samh\u00e4llsnyttan. Rapporten tar utg\u00e5ngspunkt i den tidigar<\/span><span dir=\"ltr\" role=\"presentation\">e rapporten och pr\u00f6var de slutsatser <\/span><span dir=\"ltr\" role=\"presentation\">som drogs d\u00e4r. Projektresultatet ska kunna anv\u00e4ndas av Transportstyrelsen som underlag till <\/span><span dir=\"ltr\" role=\"presentation\">krav och r\u00e5d i kommande f\u00f6reskriftsarbete om s\u00e4kerhet i tunnlar. <\/span><\/span><span id=\"page26R_mcid6\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Arbetet omfattar endast krav f\u00f6r nya tunnlar och \u00e4r inriktat m<\/span><span dir=\"ltr\" role=\"presentation\">ot tunnelspecifika olyckor, det <\/span><span dir=\"ltr\" role=\"presentation\">vill s\u00e4ga de som endast kan orsakas i tunnlar och de som kan orsakas var som helst men vars <\/span><span dir=\"ltr\" role=\"presentation\">f\u00f6ljdkonsekvenser blir s\u00e4rskilt allvarliga i tunnlar.<\/span><\/span><span id=\"page26R_mcid7\" class=\"markedContent\"><br \/><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">Vi har funnit att det kvantitativa s\u00e4kerhetsm\u00e5l som uttrycktes i f\u00f6reg\u00e5ende ra<\/span><span dir=\"ltr\" role=\"presentation\">pport i ett F\/N<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span><span dir=\"ltr\" role=\"presentation\">diagram \u00e4r v\u00e4l avv\u00e4gt vad g\u00e4ller \u00f6vre och nedre acceptansniv\u00e5. Det g\u00e4ller \u00e4ven avv\u00e4gandet att <\/span><span dir=\"ltr\" role=\"presentation\">exkludera olyckor med f\u00e5 omkomna. Kraven ger utrymme f\u00f6r tolkning i samband med projektering och <\/span><span dir=\"ltr\" role=\"presentation\">f\u00f6rvaltning. Os\u00e4kerhet kan uppst\u00e5 om vilka m\u00e5l som ska uppn\u00e5s, och olika <\/span><span dir=\"ltr\" role=\"presentation\">riskniv\u00e5er kan bli resultatet n\u00e4r kraven till\u00e4mpas i olika projekt.<\/span><\/p>\n<p><span dir=\"ltr\" role=\"presentation\">Mot denna bakgrund initierade Transportstyrelsen ett FoI-projekt med<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">rubriken \u201dS\u00e4kerhetsm\u00e5l f\u00f6r trafikanter i v\u00e4g- och sp\u00e5rtunnlar\u201d, vilket ledde<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">till arbetet med denna rapport.<br \/><\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">F\u00f6r arbetet med rapporten har vi i arbetsgruppen formulerat f\u00f6ljande m\u00e5l:<\/p>\n<p><\/span><span dir=\"ltr\" role=\"presentation\">\uf0b7<\/span> <span dir=\"ltr\" role=\"presentation\">identifiera utformningskrav och funktionskrav som l\u00e4mplig<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">basstandard f\u00f6r att uppfylla miniminiv\u00e5 f\u00f6r s\u00e4kerhet, genom referens<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">till befintliga regelverk eller praxis<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">\uf0b7<\/span> <span dir=\"ltr\" role=\"presentation\">f\u00f6resl\u00e5 riskm\u00e5tt (storheter eller enheter) som \u00e4r l\u00e4mpliga f\u00f6r<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">kvantifiering och v\u00e4rdering av persons\u00e4kerhet i tunnlar<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">\uf0b7<\/span> <span dir=\"ltr\" role=\"presentation\">f\u00f6resl\u00e5 s\u00e4tt att v\u00e4rdera samh\u00e4llsnyttan vid inf\u00f6rande av<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">s\u00e4kerhets\u00e5tg\u00e4rder som till\u00e4gg till basstandard.<\/span><\/p>\n<p><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">Arbetet omfattar arbetsgruppens f\u00f6rslag till s\u00e4kerhetsm\u00e5l f\u00f6r nya tunnlar och <\/span><span dir=\"ltr\" role=\"presentation\">ber\u00f6r endast tunnelspecifika olyckor, det vill s\u00e4ga de som endast kan <\/span><span dir=\"ltr\" role=\"presentation\">orsakas i tunnlar och de som kan orsakas var som helst men vars <\/span><span dir=\"ltr\" role=\"presentation\">f\u00f6ljdkonsekvenser blir s\u00e4rskilt allvarliga i tunnlar.<br \/><\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">Vi i arbetsgruppen har kunnat formulera ett f\u00f6rslag baserat p\u00e5 inventering av <\/span><span dir=\"ltr\" role=\"presentation\">regelverk, allm\u00e4nna principer och grunder f\u00f6r riskanalys, erfarenheter fr\u00e5n <\/span><span dir=\"ltr\" role=\"presentation\">olika projekt samt analys av olika s\u00e4tt att m\u00e4ta risk. F\u00f6rslaget baseras p\u00e5 ett <\/span><span dir=\"ltr\" role=\"presentation\">gemensamt trafikslags\u00f6vergripande kvantitativt s\u00e4kerhetsm\u00e5l uttryckt i F\/N- <\/span><span dir=\"ltr\" role=\"presentation\">diagram f\u00f6r v\u00e4gtunnlar, j\u00e4rnv\u00e4gstunnlar och tunnelbana med en tydlig <\/span><span dir=\"ltr\" role=\"presentation\">koppling till samh\u00e4llsnyttan. I ett projekt p\u00e5 uppdrag av Trafikverket har Brandskyddslaget djupdykt i denna fr\u00e5ga i form av r\u00e5dgivande funktion vid fullskalef\u00f6rs\u00f6k samt framtagande av en forskningsrapport inom \u00e4mnet.<\/p>\n<p>Resultat fr\u00e5n forskningen visar att anv\u00e4ndandet av upph\u00f6jda g\u00e5ngbanor i sp\u00e5rtunnlar medf\u00f6r b\u00e5de positiv och negativ inverkan p\u00e5 ett utrymningsf\u00f6rlopp.<\/p>\n<p>F\u00f6r att behandla dessa negativa och positiva aspekter mot varandra har Brandskyddslaget i denna rapport tagit fram rekommendationer f\u00f6r dimensionering av upph\u00f6jda g\u00e5ngbanor. This project investigates the potential to build tall timber buildings (over 20 storeys) that are both safe and economically viable. The aim of the study was to develop guidelines for how such refuge locations should be designed given that there are presently no regulations.<\/p>\n<p>Tests were conducted in virtual reality in combination with literature studies and interviews. The aim was to investigate the effect of fire-induced pressure on evacuation safety.<\/p>\n<p>Brandskyddslaget\u2019s Tomas Fagergren participated in the Reference Group. The background to the project is that an increasing number of double-glazed facades are being built and their fire safety is heavily dependent on how they are constructed.
